Call for greater ambition on disability equity in Australia's international development program

To Minister Wong and Minister Conroy,


One in six people globally has a disability
, including
700 million people in the Asia-Pacific region alone.  

People with disabilities are unequivocally among the most marginalised in any context and are routinely left behind.  

The COVID-19 pandemic and worsening climate and economic crises have had devastating impacts on already marginalised communities; the global response to these disasters have been widely described as a global failing in protecting the rights of people with disabilities. 

As the needs of people with disabilities in our region increase, so too must the scale of our response.  We can and must do better for people with disabilities in our region and beyond.
 

Action on disability equity, especially where it intersects gender equality and other inequalities, will ensure Australia’s development efforts reach those experiencing the most acute form of poverty.  

Along with CBM Australia, the Australian Disability and Development Consortium, and many other Australian international development organisations, I call for the upcoming Disability Equity and Rights Strategy to be: 

  • Ambitious: Set a 2030 target of 10 per cent of ODA being allocated to initiatives with disability equity as a principal objective, according to the OECD Development Assistance Committee Disability policy marker.  

  • Accountable: Require that all in-country programs over $3m have a disability objective, and that 80 per cent of programs effectively address disability equity  

  • Resourced: Increase the central disability allocation to $20m per annum with annual increases thereafter in line with overall budget increases.


Please take this opportunity to meaningfully shift the dial toward disability equity and rights.
